Extended Producer Responsibility (EPR) for plastic waste makes producers, importers, and brand owners (PIBOs) responsible for the environmentally sound management of plastic packaging waste generated from their products. In India, EPR for plastic waste is governed by the Plastic Waste Management (Amendment) Rules, 2022 notified under the Environment Protection Act, 1986, and administered by the Central Pollution Control Board (CPCB).
The 2022 amendment introduced a structured EPR framework with quantified targets, EPR certificates, a centralised online portal, and a credit trading mechanism — a significant upgrade from the earlier voluntary and loosely-enforced guidelines.

EPR Registration Process
Step 1: Register on the CPCB Portal
Visit the CPCB EPR portal for plastic waste (eprplastic.cpcb.gov.in). Create an account and select your entity type — Producer, Importer, or Brand Owner.
Step 2: Fill the Application
Provide company details, product categories, plastic packaging types and quantities (tonnes per annum), and details of waste management arrangements.
Step 3: Upload Documents
Certificate of Incorporation / Business Registration
GST Registration Certificate
PAN card of the entity
Details of plastic packaging used/produced — category-wise, material-wise (in tonnes)
Details of existing waste management arrangements (if any)
Board resolution / authorised signatory details
Step 4: Submit and Pay
Submit the application on the portal. No application fee is currently charged for EPR registration. However, PIBOs must fulfil their EPR obligations which involve costs for collection, recycling, and processing.
Step 5: CPCB Review and Registration
CPCB reviews the application and issues an EPR Registration Certificate with specific collection and recycling targets for each category of plastic packaging.

The 2022 amendment prescribes year-wise targets for collection, recycling, and reuse/end-of-life disposal:

EPR Credit Trading
The 2022 framework introduced an EPR Certificate Trading mechanism. Authorised recyclers and waste processors generate EPR Certificates upon verified collection and recycling. PIBOs can purchase these certificates to meet their EPR obligations. This creates a market-based mechanism to drive investment in plastic waste recycling infrastructure.
Annual Compliance
Annual Return: File annual returns on the CPCB portal with details of plastic packaging introduced, collected, recycled, and disposed
EPR Certificate Submission: Submit certificates demonstrating compliance with collection and recycling targets
Third-Party Audit: Annual audit of EPR compliance by an empanelled auditor (if required)
Label Compliance: All plastic packaging must display the plastic waste management symbol and material code
Penalties for Non-Compliance
Environmental Compensation: CPCB levies environmental compensation for shortfall in meeting targets. The rates are notified category-wise and can be substantial.
Registration Cancellation: Repeated non-compliance can lead to cancellation of EPR registration.
EPA Penalties: Under the Environment Protection Act — imprisonment up to 5 years and fine up to ₹1 lakh per day.
